Dr. Brown first came to High Point University as Educational Leadership Doctoral student. Prior to attending HPU, Dr. Brown provided instruction and leadership for 30 years in various roles serving families and students. She served as a Special Education teacher, an Assistant Principal, Principal, NC Department on Public Instruction Instructional Facilitator and an administrator for special education services. Dr. Brown retired from Greene County Schools in January of 2022 and joined the Stout School of Education as a full-time faculty member. Dr. Brown earned a Bachelor’s degree in Special Education and Master’s degree in Supervision and Curriculum and Instruction from East Carolina University.
Dr. Brown began her career in Greenville, NC as a high school special education teacher for students with disabilities. Dr. Brown was employed by Pitt County Schools as a special educator at North Pitt High School. During the years she worked in the classroom, Dr. Brown was twice nominated by her colleagues as the school’s Teacher of the Year and once as the regional Exceptional Children’s Director of Excellence. Dr. Brown was invited by Durham County Public Schools to be a presenter at the district’s Title I Conference in 2020. The topic presented addressed the topic of Special Education and Disproportionality.
Dr. Brown moved from the classroom into a supervisory position as an Assistant Principal followed by moving into a Principalship from 2003 – 2007. After the Principalship, Dr. Brown served as an Instructional Facilitator for NCDPI working with schools participating in the Reading First initiative and low performing schools in Regions Two and Region Four. From 2010 through 2022 Dr. Brown served as the Director of Exceptional Children Services, Title I Director, Section 504 district Coordinator and AIG District Coordinator in Bertie, Jones and Greene County Schools. In these capacities, Dr. Brown was responsible for the development and support of short and long-range goals and objectives for the improvement of system wide instruction for all students, inclusive of students with disabilities. Dr. Brown was also responsible for the compilation and submission of data and reports required for the Continuous Improvement Plan for Greene County Schools, the Home/Hospital Program as well as serving as the staffing liaison for Exceptional Children Services. She also provided oversight for the provision of services to incarcerated students.
She served on multiple project teams for the school district and state level including district MTSS (Multi-Tiered Systems of Support), National Center on Educational Outcomes (NCEO), Wayne, Lenoir and Greene Community Collaborative, District level Mental Health in Schools, Juvenile Justice Behavioral Health Committee (JJBH) and Southeast School Mental Health Initiative, She is a member of NCAE, the Council for Exceptional Children (CEC) (Teacher Education Division (TED) and Council of Administrators of Special Education (CASE), North Carolina Association of School Administrator (NCASA), and the National Association of Special Education Teachers (NASET). Dr. Brown has also provided consultative services to school districts and charter school sites.
