A Conversation with Chief Judge Julian Mann III (ret.)

In a recent conversation between Mark Martin, the former Chief Justice of the Supreme Court of North Carolina and Founding Dean of High Point University Law School, and Julian Mann III, the former Chief Judge of the NC Office of Administrative Hearings, they delved into various aspects of the legal profession and shared their insights. The discussion touched upon topics such as the significance of critical thinking in law, Judge Mann’s extensive experience as Chief Judge, his multiple reappointments by chief justices from different political parties, and his foray into writing.

Judge Mann revealed that his decision to attend law school stemmed from his father’s advice, emphasizing the job security it offered even in challenging times. However, he soon discovered that law school provided much more than just employment stability. It instilled in him the valuable skill of critical thinking, an essential trait for lawyers who are often called upon to be problem solvers.

“It taught me critical thinking. And that is something that seems to be in short supply these days. Without that law school critical analysis, I just don’t think that I would be able to be the problem solver that all lawyers are called upon to be.”

The conversation then shifted to Judge Mann’s remarkable tenure as the Chief Judge of the Office of Administrative Hearings, a position he held for nearly 32 years, spanning eight four-year terms. The appointment to this crucial role was made by the Chief Justice of the Supreme Court of North Carolina, and Judge Mann expressed his gratitude for being reappointed by chief justices from both major political parties. Former Chief Justice Martin, in turn, acknowledged the honor he felt in appointing Judge Mann.

Recognizing Judge Mann’s contributions, former Chief Justice Martin also commended his integrity, character, and ability. This led to an engaging discussion about Judge Mann’s book, titled “Madam Vice President.” Written as a fictional tale exploring the 25th Amendment, the book takes readers on an intriguing journey from a chance encounter to the climactic conclusion. Judge Mann explained that he chose fiction as a medium to engage a broader readership and to share his concerns regarding the 25th Amendment, which outlines presidential succession and the appointment of a vice president.

“And although it took 10 years, a little in the words of the “Shawshank Redemption,” “pressure and time will eventually produce the result.”

As the conversation came to a close, former Chief Justice Martin expressed his appreciation for Judge Mann’s years of service and thanked him for the insightful discussion. Judge Mann reciprocated the gratitude, recognizing former Chief Justice Martin’s own contributions.
